The fix for sandy subgrade is separation and structure: keep the sand and the rock from mixing, and give the surface something to lock against. Depending on the drive that means fabric under the base course, a coarser structural lift, and a crushed top that packs tight, built once, correctly, instead of a load of pit run every summer forever.
